No

============

Let's say the original quantity is 100.

When it increases by 25%, it becomes 125.

But when it decreases by 25%, it is calculated from the increased value, so 25% of 125 is 31.25.

Subtracting 31.25 from 125 gives us 93.75, which is less than the original quantity of 100.
