Answer: y=2x-3

Explanation:

Perpendicular means you take the negative reciprocal of the slope.

The equation:
y= -(1)/(2) x+6 where the slope is -1/2

So the negative reciprocal is 2

So, now we have

y=2x+b

We still need to find the variable b. We can do this by plugging in an x and y value (1,-1)

-1=2(1)+b

b=-1-2

b=-3

So the full equation,
y= 2x-3
