If a 16-17 driver refuses to undergo the alcohol test, the the most obvious outcome is that the consequences would catch up with them. If they evaded the alcohol test, they would be in trouble, especially when driving in highways, as their actions are perilous to their wellbeing and the wellbeing of the passengers they carry. To top all of that, they would have to bear the responsibility to pay unwanted fines due to the damage/s inflicted on other vehicles that might've have been caught up in the incident, and the driver would face jail time. But that is not the case since the driver is still a minor. Although, if the teenage driver is sober, they would just have to cooperate with the authorities and have the authorities realize that the driver undergoing the test is sober. However, drastic measures can be carried out against persons under the influence of alcohol by taking them to temporary custody where they would sober up.
