Can the energy loss in the 10% rule be explained by organisms using most of their energy to maintain homeostasis?

Yes. The 90% of energy that is not transferred goes to wherever the body needs it through metabolism, so if the metabolized energy is needed to keep the warmth of the body at a high rate, then the organism is using said leftover energy for that.
