I'll show two methods to solving.

Method 1

Use the remote interior angle theorem to add up the inside angles to get the exterior angle that isn't adjacent to either interior angle.

16x + 48 = 28x

48 = 28x-16x

48 = 12x

x = 48/12

x = 4

Method 2

The angle adjacent to the 28x is 180-28x

Then we use the idea that all 3 interior angles of any triangle must add to 180 degrees.

(16x) + (48) + (180-28x) = 180

-12x+228 = 180

-12x = 180-228

-12x = -48

x = -48/(-12)

x = 4
