Explanation:

When a line is parallel to another line they share the same slope. In this case the slope, m, is 2. y = mx + b

so we know that the parallel line will look something like this:

y=2x+b

now we can plug in the point given (-1, 8) as (x, y)

8 = 2(-1) + b

8 = -2 + b

10 = b

so, the equation will be y = 2x + 10
