y = mx+b

m = -5

Now

Slope of the line perpendicular to a line would be the negative proprtional of the slope of the line.

so,

For the points (5,-3) and (10,-2)

m = 1/5

y = mx + b

or, -3 = 1/5 × x + b

or, -3 = 1/5 × 5 + b

or, -3 = 1+b

so, b = -4

Now,

y = mx+b

or, y = 1/5 × x + (-4)

or, y = x/5 - 4
