4 seconds

The elevation of the ocean is 0, so if we start at 0 and we want to get to -16, we are going down 16. If the whale travels at 4 meters per second, and we want to get to 16, just divide 16 by 4 to see how many times 4 goes into 16. Which is 4 times, so it takes 4 seconds for the whale to reach -16 meters
