Each formula unit of HNO3 contains 3 oxygen atoms. The ratio of oxygen atoms to formula units is 3/1.

then 3.0 moles of HNO3 X 3/1 = 9 moles of oxygen atoms.

A mole is 6.02 X 10^23 units, so the answer is 9 X 6.02 X 10^ 23

or about 5.4 X 10^ 24
