let o be the number of outfits, then

o*53.96 shoud be less than or equal to 620 - all what he bought, so:

Total money: $620

Spent money: $620 - $440.12 - $19.26 - 25.72 = $134.9

The inequality will be:

53.96o ≤ 134.9

o ≤ 2.5
