If I were to be in charge of public policy regarding gang prevention, I would find those who are in gangs and do mass arrests. Although this may seem drastic and unreasonable, this is the only way you could possibly prevent gangs from forming without violence. The gang members may be hostile and may be armed. Kids should be educated about the dangers of the world and how the world works. If they aren't they could go down the wrong paths unknowingly and be stuck there permanently. There is no way of preventing gang formations unless you get rid of gangs altogether. Doing a mass arrest of gang members will force the gangs to be separated, there really is no way of saying if they will stop, but this will atleast prevent it.
