Explain the lack of a central governing agency within the U.S. health care system

The US does not have nationalized health care. Individual state insurance laws apply to most aspects of health insurance. In addition, the insurance lobby is a very large influence in Congress. The chances of the US regulating private insurance agencies is very unlikely.
