If the customer presents the same credit/debit card they used to purchase the product, stores are able to repay the credit back to the same card when returning a product or they may choose to give them a store card with the same purchase amount. Then, that customer may shop freely.

If a customer is trying to put money onto a different card without a reciept, this is not possible. Same as if the customer paid in cash.
