if (x + a) is a factor of f(x) then f(- a) = 0

if (x + 3) is a factor of f(x) then f(- 3) = 0 , so

f(- 3) = 3
(-3)^(4) + 2(- 3)² - 7 = 3(81) + 2(9) - 7 = 243 + 18 - 7 = 254 ≠ 0

since f(- 3) ≠ 0 , then (x + 3) is not a factor of f(x)
