Since the acceleration due to gravity at Jupitor increases than Earth it results in the increase in potential energy of the skater as the potential energy depends upon the acceleration due to garvity.

Due to increase in potential energy of the skater the kinetic energy decreases to keep the total energy of the system constant. As stated by conservation law of energy, the total energy of a system always remains constant. Thus, the potential energy of the skater increases and the kinetic energy decreases when it is moved to juiptor.
