Answer: 0.19

Explanation:

Say there are 100 people in this situation. 70 of them get the vaccine. 10% of those 70 get the flu. 10% of 70 is 7, so that is our total the vaccinated people. 30 people are not vaccinated. Of those 30, 40% get the flu. 40% of 30 is 12. That is our total for the unvaccinated group. 7+12=19, so our answer is 0.19.
