B'(4, 10)

EXPLANATION :

Since we are asked to find the location of the final point B', we will focus on point B only.

Point B has coordinates of (2, 9)

The transformation is 2 units to the right, so the x-coordinate will increase by 2 and 1 unit upward, so the y-coordinate will increase by 1 unit.
