The creation of the U.S. Department of Housing and Urban Development (HUD) was motivated by the recognition of two major problems in major metropolitan areas (cities):
Substandard Housing: Many urban areas had a significant number of low-income families living in inadequate housing conditions, including substandard living conditions, overcrowding, and unsanitary conditions. These conditions were often found in older housing units and tenements that were not being maintained adequately, leading to health and safety concerns for the residents.
Urban Renewal: Another issue was the need for urban renewal, as many urban areas were suffering from blight, with deteriorating neighborhoods and buildings, including abandoned and vacant buildings. This contributed to crime, decreased property values, and further economic decline. Urban renewal was seen as a way to revitalize these areas, but it required coordinated planning and significant resources.
