The 8 in the tens place is 10 times greater than the 8 in the ones place.

The 2 in the hundreds place is 1000 times greater than the 2 in the tenths place.

The 2 in the tenths place is 100 times greater than the 2 in the thousandths place.

I figured this out by counting the amount of digits in between the numbers.

For example, there is one space between the 2 in the hundreds place and the 8 in the tens place.

One space in between the 2 and the 8 means 10, because it has one zero.

This means that the 2 in the hundreds place is 10 times greater than the 8 in the tens place.

I'm not that good at explaining, but I hope this helped!
