Any two lines which are parallel must have the same slope. We are given the slope -4, which means we have to use point slope form
(y-y1)=m(x-x1) which y1 and x1 are coordinates and m is the slope to find the line which is parallel to y = -4x + 7


(y-2)=-4(x-3)

Distribute -4


(y-2)=-4x+12

Add 2 on both sides


y=-4x+14
