you have to look from the perspective of the angle in trig, since the side 14 is adjacent to the angle and z is opposite (note that hypotenuse will always be the opposite of 90 degrees and it can't change what so ever) so we have and adjacent side and we want to find an opposite side, now what is the function which has opposite and adjacent sides, its tangent

Tanx=opposite/adjacent

so Tan(28)=opposite(since its missing)/14

14Tan(28)=opposite
