In May 1939, Italy and Germany agreed to a military and political alliance that Mussolini called "the Pact of Steel". Even though they were distrustful of each other and acted out of unison, they believed this alliance was a strong partnership to protect each other from the Western democracies. During this time, Japan was seeking to secure itself from its Western opposition. One way it did this was by signing a non-aggression pact with the Soviet Union.
