In May 1939, Italy and Germany agreed to a military and political alliance that Mussolini called "the Pact of Steel". Even though they were distrustful of each other and acted out of unison, they believed this alliance was a strong partnership to protect each other from the Western democracies. During this time, Japan was seeking to secure itself from its Western opposition. One way it did this was by signing a non-aggression pact with the Soviet Union. They also entered talks with Germany and Italy, where they agreed on Japan joining the Axis. In September 1940, Germany, Italy, and Japan signed the Tripartite Pact. Together, these "Axis Powers" threatened to change the world forever. But this change they sought would be challenged in one of the bloodiest conflicts in human history: World War II.
