Did france’s declaration of the rights of man and citizen apply to slaves in french haiti?

The declaration (even though it seemed to cover all people), wasn’t applied to slaves in French Haiti which resulted in becoming one of the driving forces behind some revolts that lead up to the Haitian Revolution.
