Since the paper is rectangular, opposite sides of the paper are congruent.

The perimeter of the paper is given by the sum of all sides, so we have:


\begin{gathered} P=2\cdot length+2\cdot width\\ \\ P=2\cdot16+2\cdot10\\ \\ P=32+20\\ \\ P=52\text{ inches} \end{gathered}

Therefore the perimeter of the paper is 52 inches.
