10 packages

Explanation:

When Mr. Rankin opens the box and looks straight down on it, he could see two packages. The 12x9 paper package can fit two, side by side in the 18X12 box.

Then there also can fit a stack 5 packages tall. Each bundle is 2 inches tall and the box is 10 inches tall.
