How are rational exponents and whole number exponents the same? How are they different?

How are they comparable? Whole number exponents are the exponents of the whole numbers, whereas rational exponents are exponents of rational numbers (which can be expressed as a fraction of two integers or fractions). The exponents of whole numbers cannot be written in radical form.
