"Establish justice" means having laws and the administration of those laws be fair and reasonable. "Ensure domestic tranquility" means maintains peace and order within the country. "Provide for the common defense" means defending the country from any foreign enemies. "Promote the general welfare" means allowing states and citizens to benefit from the protection of a government. And lastly, "secure the blessings of liberty" means to protect and preserve the liberties for future generations. The conclusion that can be drawn from this is the government is made FOR the people, to protect the people and their rights and livelihood.
