For A and B, they are similar question because the UN and regional organizations are all inter-governmental organization (IGO) . And IGO's power are delegated by nations by treaty. In today's world, nations have the sovereign power (sovereign originally means "the highest" ).

For C, In practical terms, the State is active all over the world, not confined to one region.
