Which group had a more effective form of democracy, Athens or the United States?

Athens, they have a direct government. All citizens were expected to vote and, if necessary, to serve in the government. In Athens, the people governed, and the majority ruled. All citizens possessed the same rights and authority. Whereas citizens elect representatives to represent them in an American representative democracy.
