well, let's make so many zeros that you'll p uke, let's put those numbers in standard form and then in scientific form.

so 3.1 trillion, well, since a trillion is just 1 and 12 zeros, or 1,000,000,000,000, then 3.1 trillions is 3,100,000,000,000 or 3.1 and 11 zeros.

now, one billion is just 1 and 9 zeros, so 93 billions is just 93 and 9 zeros, 93,000,000,000, so let's put those in scientific in as second.

we know that 3.1 trillions(origin amount) is the 100%, what is 93 billions off of it in percentage?

\begin{array}{ccll} amount&\%\\ \cline{1-2} 3.1* 10^(11)&100\\ 9.3* 10^(10)&x \end{array}\implies \cfrac{3.1* 10^(11)}{9.3* 10^(10)}~~ = ~~\cfrac{100}{x}\implies \cfrac{3.1}{9.3}* \cfrac{ 10^(11)}{ 10^(10)}=\cfrac{100}{x} \\\\\\ \cfrac{1}{3}* 10^(11-10)=\cfrac{100}{x}\implies \cfrac{1}{3}* 10=\cfrac{100}{x}\implies \cfrac{10}{3}=\cfrac{100}{x} \\\\\\ 10x=300\implies x=\cfrac{300}{10}\implies x=\stackrel{\%}{30}

Answer: 3%

Work Shown:

1 trillion = 1000 billion

3.1 trillion = 3.1*1000 = 3100 billion

(93 billion)/(3100 billion) = 93/3100 = 0.03

That converts to 3% when moving the decimal two spots to the right.
