y = 1/3x - 10/3

Explanation:

Perpendicular lines have slopes that are negative reciprocals of one another so m = -1/3

Given (-1,-3)

y = mx + b

-3 = -1/3(-1) + b

-9/3 = 1/3 + b

b = -10/3

so y = 1/3x - 10/3
