2y = 3x +9
y =3/2 x + 9/2
Parallel lines have the same slope
y = 3/2 x + ?
Y = 5 and x = -7
5 = 3/2 *-7 +?
10/2+21/2 =?
15.5 =?
The first answer is y =3/2 x + 15.5

For the second part perpendicular lines have opposite negative slopes.
So the slope would be -2/3
y= -2/3 x +?
y =5 and x =-7
5 = -2/3 * -7 + ?
15/3 - 14/3 = ?
? = 1/3
y = -2/3 x + 1/3
