I think the answer is -

X = 29

Breakdown -

X-5 % x - 2 = 8/9

9x - 45 = 8X - 16

Add 45 to both sides so

9X - 45 + 45 = 8X - 16 + 45

If we simplify then we get -

9X = 8X + 29

9x - 8X = 8X +29 - 8X

X = 29
