Proposing amendments to the Constitution by Congress, happens with either two thirds of both houses, the Senate and the House of Representatives. Or likewise, two thirds of many states will hold a convention for the amendment proposal. The proposal however, must have reasonable objective and purpose to further benefit the Constitution. After ratification through three fourths of numerous states or conventions should this amendment have any affect on pre-standing clauses. Directly meaning after the year 1808, there must be no interference with the first article. Equality to each state will be served and executed, through voting. As there should not be any instance of denying any state of that.
