Explanation:

20.8/8 = 23.4/9 = 2.6

So, the bottom of the smaller triangle is parallel the bottom of the larger one (Thales' theorem)

So, corresponding angles are equal and hence, they are similar by AA similarity.

Note: As sides are given, similarity can also be proven by SAS.
