3x + 6x is equivalent to 9x

but not 3x + 6. 6 is a constant added term. not a multiplication factor. so, it cannot be combined with a multiplication factor.

but 3x + 6 = 9x

has one solution, one value of x for which this equation is true :

3x + 6 = 9x

6 = 6x

x = 1

so, for x = 1 (and only for x = 1) this is true. for any other value of x this is false.

therefore, the general equivalent statement is false.
