It basically means If the number of minutes is less than 30 then you have to round down to the nearest degree

Answer: Rounding degrees is similar as to answering decimals. How ever, there is 60 minutes in a degree. If the numbers is less than 30, you round down to the nearest degree, and if its 30 or up, you round up to the nearest degrees.
