What are some qualities that an ideal government should have?

In summary, good governance relates to the political and institutional processes and outcomes necessary to achieve development goals. The true test of 'good' governance is the degree to which it delivers on the promise of human rights: civil, cultural, economic, political, and social rights.

Under what conditions do you think it is permissible for citizens to form a new government?

It is permissible for citizens to form a new government when the government is oppressive, takes away the people's rights, does not protect the people, as well as does not listen to the people's petitions or pleas.
