\cfrac{7-2y}{6} \underset{\textit{greater than}}{~~ > ~~ }\cfrac{3y-7}{12}\implies 12(7-2y) > 6(3y-7) \\\\\\ 84-24y > 18y-42\implies 84 > 42y-42\implies 42 > 42y \\\\\\ \cfrac{42}{42} > y\implies {\Large \begin{array}{llll} 1 > y \end{array}}

now, notice, on the last line we divided by 42, however 42 is a positive value, thus we didn't flip the inequality sign, recall that when dividing or multiplying by a negative value, the inequality sign flips, in this case it didn't.
