i think the answer is she had saved, because already saved enough money to buy a car but she spent it on something else

It should be "She have saved" because if you put "She had saved", it would be two "had's" and it wouldn't make any sense to say " She had saved enough money to buy a car, but she had spend it all on a new heater for her house."
