The use of the word "flung" in Line 18 suggests that the soldiers are treating the dying man in a careless and callous manner. It implies that they are not taking the time to properly care for him, but instead are simply throwing him into the wagon with no regard for his suffering.

It is an over-exaggeration of throwing someone into a wagon, in this scenario it is an old man being "thrown" onto the back of a wagon
