In essence, while terrorism may be seen as an attack against the people, in a democratic society where the people are the government, an attack on the people is an attack on every single level of society. Plus, it is the duty of a fair government to look out for the people's safety. Therefore, it can only be reasoned that a democratic society must respond to terrorism with the big stick of Roosevelt's metaphor, using it to stop terrorism. They must be careful although, to make sure that their response does not inspire terrorism. In a war among the people, you must make sure to win the hearts of the people who might be driven to terrorism, to prevent further terrorism while stopping support for current (while cohesively destroying terrorism). That is a quick summary.
