To clear the fractions, multiply 1/5 by 3 to make 3/15.

Then, combine the two fractions since they have the same denominator to make 3-2y/15.

To rid of this final fraction, multiply both sides of the equation by 15 to make 3-2y=165

(165 is 11•15)
