8.8 ? 10

So 10 is greater than all numbers less than 10. That would be 9.9, 9, decimals in between 8, 8, decimals in between 7, 7, etc.

10 is greater than 8.8.

If you need help with the actual signs, no, ofc 8.8 does not equal 10. So = is off. But the ≤ and ≥ are possible.

Think of those signs like crocodiles, like my teacher once taught me. Instead of ≤ and ≥, think of them as crocodiles. 8.8 < 10 because the crocodile would rather eat more [food/fish/whatever] than less. So its mouth is open for the 10, to eat it. This (<) with a line under it (≤) means that the number is either equal to or less than 10. < and ≤ would both be correct here, but since < is unavailable, it would be ≤ . 8.8 isn't equal to 10, but it is less than 10, so ≤ is still correct.
