first, find the slope by taking the difference of the y-values / difference of the x-values

(-3-12) / (16-(-4)) which equals -15/20 or -3/4

now use that value to represent the 'm' in the formula in order to find 'b'

y = mx + b

-3 = -3/4(16) + b

-3 = -12 + b

9 = b

y = -3/4x + 9
