Cleisthenes and Solon were two important figures in the development of Athens. Cleisthenes is considered the father of democracy as he made significant political reforms in the late 6th century BCE that increased the power of the common people. He created a new system of government known as demokratia, or "rule by the people." He established government by an assembly of citizens, and set up people's courts with juries. He also reorganized the traditional tribes of Athens into 10 new ones, which were based on residence rather than ancestry, and opened citizenship to foreigners. Solon, who lived a century earlier, was also a statesman and lawgiver who made a number of important reforms that laid the foundation for democracy in Athens.
