It aimed to move dates up for starting terms of Congress (to January 3) and President (to January 20). In addition, it provides for circumstances in case President-elect dies before inaugaration.

In just 7 years, the Amendment was ratified, as evidenced by section 5 of the article, which states that Section 1 and 2 -- the sections that decide the dates for starting terms of Congress and President -- to be shifted to 15th day of October. Section 6 works as the final nail to the coffin and terms the amendment as inoperative unless "legislatures of three-fourths of the several States within seven years from the date of its submission"
