First, you can find the slope of the line using the equation


m=(y_2-y_1)/(x_2-x_1)

If you take (-3,4) as P1 and (5,4) as P2 you have


m=(y_2-y_1)/(x_2-x_1)=(4-4)/(5-(-3))=(0)/(5+3)=(0)/(8)=0

Then, to obtain the equation of the line you can use the equation point slope, that is


y-y_1=m(x_{}-x_1)

And so you get


\begin{gathered} y-y_1=m(x_{}-x_1) \\ y-4=0(x-(-3)) \\ y-4=0 \\ y=4 \end{gathered}
