If we know that the newborn cat's weight is equivalent to 400g, and when it is fully grown it is equal to 4000 grams, we need to know how many times more is the full-grown cats' mass is compared to the newborn.

400 × 10 = 4000

We now know that the adult cat is 10 times larger than the newborn cat, meaning that it is %1000 of the newborn cat's size.
