3x-2y=-12

y-intercept would be, when x=0:


\begin{gathered} -2y=-12 \\ y=(-12)/(-2)=6 \end{gathered}

x-intercept would be, when y=0:


\begin{gathered} 3x-2(0)=-12 \\ 3x=-12 \\ x=(-12)/(3) \\ x=-4 \end{gathered}

Now, having these intercepts we can graph the line.

So, the most convenient method is to find x-intercept and y-intercept.
